Spain Allocates €439.4 Million to Three Green Hydrogen Projects Totaling 250 MW Capacity

Spain's Ministry for the Ecological Transition and the Demographic Challenge (MITECO) has allocated €439.4 million in national PRTR funds to support three green hydrogen projects with a combined electrolyser capacity of 250 MW.
The funding supports two Iberdrola projects in Huelva province—the Noon II 80 MW plant and the Odin 140 MW plant—located within the Andalusian Green Hydrogen Valley. Doña Urraca Energy's Quixotgen project in Villarrobledo, Albacete, comprises the third initiative. The financing was distributed through IDAE's Availability and Ahorro de Suministro (AaaS) mechanism, targeting projects that did not receive EU funding.
Iberdrola will receive approximately €389 million (€139.8 million for Noon II and €249.76 million for Odin), while Doña Urraca Energy secures €50.21 million.
The three projects are projected to produce approximately 50,000 tonnes of hydrogen annually at design load factors and will be powered by dedicated onsite solar and wind resources. Both Noon II and Odin are in pre-construction phases, while Quixotgen received environmental approval in late 2025.
This funding increases Spain's installed electrolyser capacity from approximately 235 MW to nearly 485 MW, advancing the nation's target of 11 GW of electrolyser capacity by 2030. The projects are expected to reduce CO₂ emissions by several hundred thousand tonnes annually compared to conventional grey hydrogen production.
