Hydrogen Council Launches CEO-Led Call to Action for Government Support on Deployment

The Hydrogen Council launched 'Hydrogen for a Resilient World' on May 20, 2026, at the International Hydrogen Trade Forum (IHTF) Ministerial-CEO Roundtable in Rotterdam. More than two dozen global CEOs and senior government officials from major energy importing and exporting countries participated in the high-level roundtable, chaired by Netherlands Minister Stientje van Veldhoven.
The CEO-led Call-to-Action outlines three urgent priority actions for governments to accelerate hydrogen scale-up:
- Act now: Embed hydrogen in emergency crisis response measures, recognizing it as a critical tool for supply diversification, electrification, and energy security.
- Activate demand creation tools: Deploy pragmatic instruments including contracts for difference, offtake guarantees, lead-market programs, public procurement, and quotas for clean industrial products.
- Boost infrastructure investment: Fund electrolyzers, storage facilities, pipelines, port terminals, and cross-border transport networks to connect global supply and demand centers.
Air Liquide CEO François Jackow, Co-Chair of the Hydrogen Council, stated: "The global energy crisis is a wake-up call to accelerate the deployment of hydrogen and achieve a more secure and diversified energy system."
The Hydrogen Council represents approximately 140 companies across 20+ countries with $9 trillion in combined market capitalization and 7.1 million employees. The organization works to develop globally integrated hydrogen sectors through supportive policy and regulatory frameworks.
