European Commission Allocates 1.1 GW Electrolyzer Capacity in Third Hydrogen Bank Auction

The European Commission has allocated 1.1 GW of electrolyzer capacity through the third European Hydrogen Bank auction, selecting nine projects across seven countries with €1.09 billion in EU funding.
The auction offered fixed hydrogen production premiums between €0.44 and €3.49 per kilogram of certified hydrogen produced for a maximum of 10 years. Projects were selected across three categories: general renewable fuels of non-biological origin (RFNBO), low-carbon, and maritime-aviation.
Five RFNBO projects were selected in Greece, Spain, Denmark, and Austria. Denmark's largest projects include NJK (300 MW) and Alba (100 MW). Finland's Cloudberry project emerged as the auction's largest at 500 MW capacity with the lowest bid at €0.44/kg. Germany's Lotse project will contribute 120 MW. Two Norwegian maritime-aviation projects, Gen2-LH2 and RogalandH2, submitted the highest bids at €3.48/kg and €3.49/kg respectively, totaling 24 MW capacity.
The auction received 58 bids from 11 countries, with demand exceeding six times the available budget. This marks the third in a series of hydrogen procurement exercises; the first auction in November 2023 awarded €720 million to seven projects, while the second in December 2024 allocated €992 million across 15 projects.
