EU Approves €1.3 Billion German State Aid for Green Hydrogen Production via Auctions-as-a-Service Model

The European Commission has granted approval for a €1.3 billion aid scheme from Germany designed to accelerate green hydrogen production. The funding will be implemented through the European Hydrogen Bank's Auctions-as-a-Service (AaaS) model, targeting deployment of up to 1,000 MW of new electrolysis capacity in Germany.
Under the AaaS model, project developers submit sealed bids indicating minimum subsidy requirements per kilogram of hydrogen over a set support period. The EU's Innovation Fund, managed by CINEA, conducts a centralized auction evaluating bids on cost efficiency. Once the Innovation Fund budget is exhausted, Germany's €1.3 billion allocation funds additional qualifying projects. This approach aims to simplify application processes and ensure transparent selection across EU member states.
The initiative aligns with Germany's 2023 National Hydrogen Strategy, which targets minimum 10 GW of domestic electrolysis capacity by 2030. Priority deployment zones include North Rhine-Westphalia and Lower Saxony, leveraging existing industrial infrastructure.
Projects must comply with Renewable Fuel of Non-Biological Origin (RFNBO) criteria, requiring dedicated renewable capacity and hourly alignment between hydrogen production and renewable generation. The Commission estimates these projects could prevent approximately 55 million tonnes of CO₂ emissions over their lifespans.
The scheme builds on a previous €350 million initiative approved in 2025, which supported approximately 90 MW of capacity. EU forecasts suggest the expanded program could unlock €5–10 billion in private investment.
